Permits
Permanent ramps and structural changes, such as widening a doorway in a load-bearing wall, may need a permit from the local inspections office. In Mecklenburg County that's Mecklenburg County Code Enforcement. Union, Cabarrus, Iredell, Gaston, York and Lancaster counties, and some individual towns, have their own offices and rules. Ask the contractor who will pull the permit.
Homeowners associations
Many neighborhoods in the area have HOAs, and some have rules about exterior changes like ramps, railings and materials. It's worth checking your HOA's guidelines, or asking for approval, before work starts outside.
